Barometerkepri.com | BATAM, The right-of-way (ROW) on Jalan Brigjend Katamso, Tanjung Uncang, is suspected of being used as a motorcycle parking area for PT ASL employees. Drone monitoring on Friday (November 28, 2025) showed rows of motorcycles parked along the shoulder of the road in front of the company gate—a situation that has drawn public attention due to its obstruction of traffic flow.
Residents reported that parking on the shoulder narrows the Brigjend Katamso road, especially during rush hour. As a result, vehicles must slow down and take turns passing, increasing the potential for congestion and accidents. However, there is land within the company grounds ideal for internal parking—which remains unused.
The use of the roadside area as a parking facility is also considered a violation of regulations: the road shoulder is not designated for parking of public or private vehicles. Several national and regional regulations require that parking facilities be located in designated areas, not on public roads or road shoulders.
The public believes that PT ASL should provide adequate internal parking without compromising the function of the public road.
"A large company like this should be able to provide its own parking area—not taking up public space, which is even vulnerable to theft," said a passerby.
Due to the potential for traffic disruption and violations of the Roadside Right of Way (ROW), residents are demanding that the relevant agencies intervene immediately. Efforts to confirm with the Batam City Transportation Agency (Dishub) and the Batam City Public Order Agency (Satpol PP) are ongoing to verify whether parking on the roadside has been officially permitted and whether any enforcement or sanctions will be implemented in accordance with regulations.
To date, there has been no official response from the Dishub or Satpol PP. Residents hope that immediate action will be taken to restore the ROW designation and restore safe and orderly traffic flow on Jalan Brigjend Katamso.
